The snow zones take effect one hour after the commencement of each fall of snow. There is no emergency declared. It snows, and the restricted parking is in effect. The newsletter stipulates that snow will not be removed (carried away by truck) unless the accumulation reaches proportions similar to the 2010 storms. It does not say plowed.
